The staff of TLA met with the DA of Dharamshala to discuss the matter of non-issuance of Birth Certificate to Tibetans

It has come to our notice that birth certificates are temporarily stopped from being issued to Tibetan people who have delayed applying in Dharamshala. The reason pointed out by the Tehsildar (Executive Magistrate) is that he’s doubtful of the word “any” mentioned in the Act, whether it may or may not apply to non-citizens. It’s important to reflect that being minorities, the birth certificate becomes essential documentation for Tibetans, both citizens and non-citizens and who are required to obtain Registration certificates (RCs) and Identity Certificates (ICs), school admissions, employment and avail of various schemes.
The staff of the Tibetan Legal Association met with the District Attorney of Dharamsala Mr Bhuvnesh Minhas on April 3rd, 2023, to discuss this matter, and we hope to hear back shortly with good news.
