Legal Training on India’s New Criminal Law (BNS Act, 2023) for Women’s Desk and Helpline Staff

On 29 December 2025, the Tibetan Legal Association (TLA), in collaboration with the Central Tibetan Administration’s Women’s Empowerment Desk, conducted an intensive legal training session on the Bharatiya Nyaya Sanhita (BNS) Act, 2023, India’s new criminal law framework. The session was facilitated by TLA lawyers Mr. Yargyal and Mr. Rinchen.

The training was attended by staff members from the Women’s Empowerment Desk and the Tibetan Women’s Helpline Desk and was held at the main office of the Women’s Empowerment Desk under the Central Tibetan Administration. The objective of the session was to enhance participants’ practical understanding of the new criminal law and strengthen their capacity to respond effectively to cases involving gender-based violence.

Key topics covered during the session included the fundamental principles governing criminal trials in India, procedures for the filing of First Information Reports (FIRs), and relevant provisions of the BNS Act concerning offences against women and children. The trainers also highlighted changes introduced under the new law, procedural safeguards, and the importance of timely and accurate legal intervention.

The session was conducted in an interactive and participatory manner, with participants actively engaging through questions, case-based discussions, and scenario analysis. This practical approach enabled participants to better understand how to apply legal provisions in real-life situations, particularly when supporting survivors seeking guidance or redress.

The training was both timely and impactful, as cases of gender-based violence often first reach the Tibetan Women’s Helpline or the Women’s Empowerment Desk. Strengthening the legal knowledge of frontline staff is therefore critical to ensuring informed referrals, proper documentation, and survivor-centered responses.
